Best Upgrade Order for Every Town Hall
I think the best approach is to sort upgrades into two groups: stuff that helps you earn loot and stuff that helps protect it. So offensive upgrades are a higher priority almost every time. A stronger army lets you farm faster and keep the rest of the upgrade cycle moving. You can catch up on defense relatively fast once your army starts cooking.
The biggest mistake is placing every shiny new defense first and dumping all six Builders into it. The base looks impressive, but attacking another player at the same TH becomes a miserable experience because your troops are weak.

This order is not set in stone, though; sometimes you have to upgrade a storage upgrade first because the next Lab or Hero level costs more than you can hold - that’s mighty fine. The same goes for Barracks and Spell Factories. If an upgrade unlocks something you have no intention of playing, you can get it later.
What to Upgrade After Reaching a New Town Hall

Once you reach a new TH level, there is usually a clear priority order to follow:

The Laboratory is usually a first-builder. Research takes forever, especially once timers start running into double-digit days. Getting the Lab done immediately means the research queue can work in the background, allowing you to get to your goals faster.

The Clan Castle is another no-brainer. More troop space, stronger reinforcements, or extra spell capacity are all crucial.

Army Camps are just as important. More housing space means more damage, or whatever else your comp needs. That extra capacity is often the difference between comfortably tripling a base and timing out at 97%.

After those three, work on the buildings tied to your actual army. Dragon players should care about the troop and spell upgrades that support Dragons, Queen Charge players should get the Queen and Healers done, and so on.
Best Hero Upgrade Order
Hero priorities depend heavily on what archetype you like to play. A Queen Charge player obviously needs a strong Archer Queen. Someone spamming air armies may get more value from the Grand Warden or Minion Prince. As a rough order from a versatility and op builds standpoint, I would go with:

The Warden is a high priority because his ability alone can save an entire push, and he works well in almost every army. The Queen stays near the top because she handles funneling and gets whole sections of the base down by herself once properly supported. At higher TH levels, focus on the four Heroes you actually bring into your raid. Trying to keep everybody perfectly even sounds tidy, but it can leave your real used lineup underpowered for months.
Books and Hammers Best Use
Use Books on upgrades that would otherwise annoy you for a long time and bring you the most power rn. A Book of Building on a fourteen-day Clan Castle upgrade is a perfect choice. Using one to skip twelve hours of a Cannon upgrade is criminal.
Hammers are even better because they skip both time and cost. Save them for expensive late-TH upgrades unless you urgently need something for a war army.
